tell somebody how to do something: Selin will tell me how to cook macoroni and I will do and we will eat.

TO TALK:
to talk to somebody: Alp always talks to people politely.
to talk about something: He is talking about four sisters whose mother is a lawyer.

TO SPEAK:
to speak to somebody: Aycan speaks to his brother on the phone.
to speak a language(French, German,English, etc.): Handan can speak French.
to speak better,well, badly: Nazan is doing exercises to speak better/ Hasan can speak English well.
